Guidance on developing a project idea for financial
 support from Objective 1.


Stage 1


1.    Think of a project idea

The idea can come from individuals, groups and organisations and also from sub-groups of the Gwynedd Economic Partnership (PEG)

2.    Contact PEG's Secretariat at the European Unit in Gwynedd Council.

Applicants are encouraged to contact the secretariat to ensure the eligibility of the project to benefit from Objective 1.
If the project is not eligible for Objective 1, the Unit will strive to put you in contact with other relevant organisations.

3.    Strengthen the idea

If eligible, a Case Officer will be appointed to provide assistance and advice to the applicant.  The Case Officer will put the applicant in contact with other organisations and partnerships if necessary.

4.    Complete a project proforma

The information on the proforma will be used by the PEG assessment sub-group application, or otherwise.
The appointed Case Officer will give advice and will work with you as needed to assist while completing this proforma.  Local and Regional documents should be considered while writing the proforma.

5.    Send the proforma to the PEG Assessment sub-group via the Secretariat

The Secretariat will send the proforma to the various sub-groups of the Partnership to obtain their support and comments before the assessment sub-group's meeting.
The Assessment sub-group will give a recommendation on each proforma against the published WEFO criteria.  They will also be looking into possible duplication of projects and into the possibility of  joining projects together.
Applicants are invited to this meeting to answer any additional questions in order to facilitate the application process.

6.    Decision by the PEG Steering Group

Based on the recommendations of the Assessment group, the Steering Group will come to a decision whether to support the proforma or otherwise.  A letter will be sent to you to confirm this decision.  If support is not given, reasons for the decision will be explained and the Case Officer will be at hand to give you advice on the possible options.
If your proforma application is successful, it is sent to relevant Regional Partnership by your Case Officer to ensure regional compatibility.


Stage 2

1.    Completion of appropriate Objective 1 application  (ESF/ERDF/EAGGF/FIFG) 

With the assistance of your Case Officer you will complete the full application form so that you can present the full application to WEFO within 3 months of receiving the letter of support from PEG.
Any comments from PEG or the Regional Partnership should be included here.

2.    Send a copy of the completed application form to the European Unit at Gwynedd Council.

Having completed your full application form, you should send two copies to your Case Officer.
The Case Officer will be responsible for sending the application to the relevant contact at WEFO, together with a letter confirming PEG's support.

3.    Formal Project Appraisal by WEFO 

WEFO will appraise your application in-line with the relevant guidelines and will give a final score on your application.  They will ask for more information from the applicant as needed in order for them to approve the application.
The assistance of the Case Officer can be seeked with any queries.

4.    Consideration of the project by the relevant Strategy Partnership

WEFO will present its view and appraisal on the project to the relevant Strategy Partnership and the Partnership will consider the comments of PEG and the Regional Partnerships before coming to a decision.
A decision is expected from WEFO within 3 months of their receipt of the application.

5.    Applicant receives official decision letter

WEFO will send a letter to the applicant that states the decision that has been made.  PEG will also be informed of the decision:

- Successful applicants will receive a contract.
- Unsuccessful applicants will have to review the application.

6.    Receipt of Contract from WEFO

Successful applicants will have to sign the contract and accept all the rules and regulations involved when receiving European Objective 1 funds.
If the applicants sees the need to change any aspect of the application, or if there are concerns as regards the implementation of the project WEFO and the Case Officer should be contacted as soon as possible.
